In Queensland, the distinction is important.
A valuation can only be completed and certified by a Registered Valuer under the Queensland Valuers Registration Act (regulated by the QVB). A valuation is a professional opinion intended for formal use, often for lenders, legal matters, taxation, compliance, and dispute resolution.
Real estate agents are not legally permitted to provide certified valuations, which is why they use the term appraisal instead.

A Quantity Surveyor is a specialist in building cost assessment, not market value.
QS reports are commonly used for accounting and taxation purposes, particularly for depreciation schedules and relate primarily to the cost and remaining useful life of improvements.
However, QS reports do not provide market valuation advice and cannot assess land value, the overall value of an improved property (land + improvements), or market-driven factors such as buyer demand, appeal, functional utility, or highest and best use.
A registered valuer assesses value based on market evidence and professional judgement, incorporating comparable sales analysis, local market conditions and demand, functionality and obsolescence, design, quality, and presentation, and highest and best use.
Crucially, the cost of construction rarely equates to market value. Only a registered valuer can interpret the market and provide a valuation that reflects real-world purchase behaviour and investor sentiment.

Automated valuations in Queensland and Brisbane can be useful as a broad guide, but they should not be relied upon for any matter requiring accuracy, accountability, or professional credibility.
Most automated estimates are generated using algorithms based on limited datasets and broad market modelling. They cannot reliably account for factors such as renovation quality and presentation, internal condition, layout and functionality, views, elevation, aspect, and local influences, unique improvements or major detractors, and nuanced demand drivers within a micro-market.

The absence of a physical inspection significantly increases the risk of assessment error.
A true valuation requires a full internal and external inspection conducted by a qualified and registered valuer, supported by evidence-based analysis and professional judgement. Without this, critical factors affecting value may be overlooked or misunderstood.
For lending, legal matters, litigation, SMSFs, taxation, acquisitions, or dispute resolution, an automated estimate or “desktop” valuation without an inspection is not a substitute for professional valuation advice. Importantly, under self-assessment rules, if a valuation relied upon is later found to be incorrect following audit, the Australian Taxation Office will not hold the provider or issuer responsible, the liability rests with you.

As a general guide, Standard short-form residential valuations commence from $350 + GST. Prestige long-form residential valuations may range from $2,500 + GST and above, depending on the asset, complexity, and location. Commercial and industrial valuations generally commence from $2,000 + GST.

Residential mortgage valuation reports are completed in accordance with the Residential Valuation Standing Instructions (1.1.4) issued by the API and Australian Banking and Finance Industry.
